Founder Bio Glyn Rowley

I’m Glyn Rowley, founder of Libertas Complete Outsource, a brokerage servicing the recruitment sector for the past seven years. My route into recruitment wasn’t planned — it was a fortunate accident.

​

Back in 1998, I was an 18‑year‑old apprentice in a role I didn’t want, earning very little and hungry for something better. I spotted a job in the local paper offering around £20,000, borrowed a phone with the lock taken off, made the call, and landed myself an interview. Off I went to West Bromwich with my CV and Record of Achievement. I was asked to take a seat at a desk with a phone and the Yellow Pages. Three months on, I was earning commission. Two years of success and time for a change, I was offered a Branch Manager position with a family‑run firm in Cannock, where I stayed for a further five years before moving on again chasing career progression.  This time, I was back to my hometown of Wolverhampton, spending the next decade at working up to Compliance Manager when Approaching 40, I knew I needed a new direction.

In 2016, I joined the payroll and umbrella sector as an Account Manager, and within 12 months moved into a BDM role — becoming top salesperson every single quarter. That success across different sectors opened my eyes to a gap in the market: recruiters needed access to the right payroll and outsource partners, but the landscape was crowded, inconsistent, and often risky.

So I built a solution.

​

I launched my own brokerage to give recruiters access to the market’s leading employment outsource and payroll providers — with compliance, due diligence, and long‑term protection at the core. Seven years on, Libertas continues to connect recruitment businesses with trusted, fully vetted partners, ensuring they operate confidently, compliantly, and competitively.

Looking Ahead — Diversifying to Support End Hirers

​

The latest phase for Libertas was to expand beyond supporting recruiters alone. Increasingly, end hirers are recognising the risks associated with the agencies they engage — particularly around payroll models, supply chain integrity, and HMRC scrutiny.

​

To meet this need, I developed a dedicated service for end hirers: a full compliance health check on the recruiters they use.

The aim is simple:

• identify risks in the supply chain

​​

• provide clear advice and practical recommendations

​​

• support recruiters in strengthening their compliance

​​

• or, where needed, offer recommendations and introduce them to accredited, transparent outsource providers

​

This approach protects the end hirer, elevates the recruiter, and raises standards across the entire labour supply chain — exactly what the market needs as regulation tightens.
